Use the Windows Resource Kit tool setprinter to change the security on all
the printers to included the specific group.

I am having the same problem. I do not want to add the general support
staff to the Power Users group of the server just so they can manage
print queues but cannot find another way of achieving this. Were you
able to find a solution?
