Can't get workstations to remember print setttings

We're migrating from Novell to AD. One thing we were PROMISED is that
we would have "better management of shared printer resources". What
we've (meaning, I'VE) gotten instead is a load of p*ssed-off users.

We're running Win2K on the PCs with some WinXP for variety, running
Office 97 or Office 2003. 90% of our printers are HPs, using JetDirect
cards to connect to the network. We have three servers set up as print
servers, with the print drivers loaded on the servers, etc. What we
can't seem to do under AD that was trivial under Novell is get the
proper page printed from the proper tray.

Example: we have an HP LJ8150; tray 2 is legal, tray 3 is letterhead,
and tray 4 is plain paper. We have the printer set up so that it knows
which paper size and type is loaded in which tray. I've set up the
drivers on the print server so it knows which printer is in which tray.
However, I've found that if the last tray I set up in the print server
is tray 3, the driver assumes that's the default tray and will use
letterhead as the default paper type. If I go back and make sure that
tray 4 is the last tray I set up, default (plain) paper type will work;
however, even if the person specifies to use tray 3 (letterhead) for
page 1, the driver will ignore that and use tray 4 for all the pages.

And this is just for a fairly standard setup around my company. We
have one department where due to the number of letters they send out,
tray 4 is letterhead and tray 3 is plain paper. There, I can either
get all the pages to print on tray 4 or not print at all.

How do I set up the printers in AD so that it's not a crap shoot every
time someone prints, and they actually get the output they want?
