Windows Server licensing and Print servers

Setting up a print server on Windows 2003 server

The license agreement states:

You need one Server 2003 CAL for each user or device that accesses the
server software for authenticated services, such as file and print services.

Now when the refer to device does this mean a printer?

If I configure 8 print queues on the server I will need a license for each one?

That would seem a lot less expensive then per user
