duplex as default on 2000 print server?

I have a 2000 print server with HP duplex printers. On NT, turning duplex
on as default for print server users is easy but on 2000 there is a drop
down list to save preference settings that complicates matter. I can't
change the "default user settings" to enforce duplex printing. If I change
the default settings, the duplex on settings aren't saved. I can create
multiple lists and save the duplex on feature there but that doesn't help
me set the duplex to always be on (as a default for every user). Any ideas?
