Access denied when adding or updating printer drivers

Since putting on various service packs I now get acces
denied when I try to add or change a printer definition
It seems to fit the following:

Does anyone have a fix so that I can redefine the printer
to a network (IP) printer rather than a shared printer.
Any ideas or solutions to
