Every shortcut but one
results in this error message whether I
log on as a User or as an Administrator.

The only short cut I can use is the Windows Explorer

so I copied all "my" files to an external hard drive.

This is a stand alone home computer that is NOT have access to a network or
the internet.

I just had the same problem with one of my customers. The problem I
had was that the File, Open code in the Registry has been deleted.

If you receive this error message when you attempt to open an
executable
file, follow the steps listed below:


1. Click Start, and then click Run.


2. In the Run dialog box, type "command" (without the quotation marks),
and
then click OK.


3. At the command prompt, type "regedt32.exe" (without the quotation
marks),
and then press ENTER to start Registry Editor.


4. In the Registry Editor window, locate and click the following key in
the
registry:


HKEY_CLASSES_ROOT/Exefile/Shell/Open/Command


5. On the Edit menu, click String, and then replace any existing value
with
the following value:


""%1"%*" (without the quotation marks)


6. Click OK, and then quit Registry Editor.
