  Nobody can answer your question with so much more
information. For example, what are you booting from? Hard
drive? CD-ROM? Floppy? Network card? What is this fuse that
blew three times? In circuit breaker box? Inside computer?
In power strip? Why did it blow? What was everything powered
by that fuse?

  No software that is going to fix hardware. Software can
only provide important facts to a hardware solution. Blown
fuse? You probably have a hardware problem. Don't try to fix
it until first we know what is wrong. Trying to fix things
with a shotgun solution can only complicate the problem.
First provide facts.

  Now for the strange part. If it boots Windows, then how are
you getting an Inaccessible Boot Device error message. Does
it only boot Windows sometimes? This too would be a
critically important detail.
