Right-click it and uncheck an option that says Lock The Task Bar

Re: start button ... If neither of those is your problem, it will drag.... You have to click within the task bar itself to ... drag it and *not* the quick launch area.... Although by default the task bar appears on the bottom of the screen, ... (microsoft.public.windowsxp.help_and_support)
