Roaming Profile error, but he doesn't have a roaming profile

I have a user getting a userenv error 1505 with "details - Incorrect
function "

The problem is that every where I've looked (In AD, on his computer)
he's not set up to have a roaming profile. Why is it trying to force
him to have one?
