DNS assigned servers change in Windows XP

We assign our DNS servers via DHCP. We have two DHCP servers but only
one is active. The second one has all of the dhcp scopes disabled and
does not send out DHCP addresses. Periodically we have seen the wrong
set of DNS servers get assigned to the client. The change of DNS
servers does not require a reboot or logoff of the user. I have run
ipconfig /all periodically throughout the day and will get two
different sets of results for DNS servers at different times.
What might be causing this to happen on the clients, which are Windows
2000 or XP?
