Do an IPCONFIG /ALL on both computers. Check the Node Type. If this shows
up as Peer (or P-to-P) then this is your problem. To correct this, you must
go into the registry and explicitly set NodeType to 1, and/or delete the
parameter DHCPNodeType in \HKLM\System\CurrentControlset\NetBT\Parameters.
If Node type shows up as Hybrid or Broadcast, your problem lies elsewhere.
