Where is browstat?

I'm working on a network problem and using this great newsgroup to help out.
There are many suggestions to use browstat.

Well, none of my three computers seem to have it. Including my brand new XP
Home Edition laptop.

Does this make sense?

I just open a command window and type browstat and I'm told it's not
recognized as a command.

Any ideas about this?

Thanks,

John
