TIme Syncronsing Issues

I have a problem with Windows Server 20003 Standard edition, the problem is
that the time on the server is continually being taken back one hour all the
time, the occurs because we have an application that does not work with
Daylight Savings and currently we are in GMT, therefore I have configured the
system display the correct but have removed the checkbox from the option
"Automaticaly adjust clock for daylight savings"
This obviously puts the time back 1 hour, so I have manually adjsted the
clock by one hour foward to compensate.
However, as the servers are part of a domain it seems like the domain time
syncronisation affects the clocks and reverts the clocks back to the time
being one hour behind, I have tried removing and unreigstering the windows
time service and have set a policy not to sync the time with the domain, but
all attempts have failed.
I have tried the command:
W32TM /unregister
The only issue I can think of is that the BIOS clock on the server is set to
enable daylight savings, if this is the case this can be maually changed.
However, is there a way to COMPLETELY STOP doman time syncronisation on
certain servers, could I use the Windows Firewall and block the TCP / UDP
port that Windows Time operates on, as I need to COMPLETELY STOP the time
syncronisation.
I have tried the site support.microsoft.com and read the WIndows Time
articles until I am blue in the face, again to no prevail.
Please someone help me.
