The only way to exclude users or PCs from a policy that applies to the
entire container would be to create a new GPO that contains the objects you
want to modify, then create a new policy that overrides the settings you
want changed and leaves the rest as "Not Defined". You'll want to make this
new policy have precedence over the existing policy and specify "no
override" so any other policies don't overwrite the new one.
