DFS and File Security

I hope this is the correct newsgroup for this query and that someone has
encountered this problem before.
Our system has a DFS with multiple targets for each dfs link. If a user
opens a file in one of the folders under dfsroot and a second user
subsequently tries to open the same file, sometimes the second user is
informed that the file is already open and can only be opened read-only and
sometimes he/she is not.
It appears that the second user is informed only if they have opened the
file from the same target as the first user. However, from my understanding
(and I'm really not very knowledgable about this whole area), the target the
file is opened from is chosen at random by Windows.
What options do we have to ensure that all users open the file from the same
target so as to be informed that the file is already open?
Or am I missing the point? I would have thought that somehow DFS would
manage this type of file security?
