Windows 2000 Server and PCI modems dont work at all

I have a vanilla IBM xSeries 206 machine. I installed Windows 2000
Server onto a fresh IDE drive, and applied all service packs and
patches including all options in Windows Update.
I installed a brand new IBM V.90 Data/Fax PCI modem, and its latest
drivers.
It seems to work fine, in the modem diagnostics, all ATI commands are
replied to, dial-up networking works fine.. but the modem is assigned
to COM4. COM4 cannot be opened by ActiveFax (our important
application) nor by hyper term, nor by any other terminal type app.
Com port in use, or com port cannot be used, or port in use by another
process...
Tried the same on a different server. Right now we have 3 modems
installed in the xSeries 206, a US Robotics V.92 Fax PCI and an Intel
537EP Winmodem. All 3 modems can be used to dial out, modem query
works fine, the little terminal window that opens before dialling out
works fine, everything except COM ports.
Yes I disabled all real serial ports in BIOS, reassigned different COM
ports from COM1 to COM8 to different modems, tried safe mode, audited
default windows processes that might cause the issue etc. RAS is
disabled and nothing else configured. No cigar. So if 3 modems on 2
servers dont work, but ANY of these modems work in any Windows 2000
professional machine, something is up with Windows 2000 Server ( we
installed 2 different CDs on each server).
Does windows 2000 server simply NOT WORK with PCI modems' COM ports
(winmodems and hardmodems)??
