The default for a Domain Member (2000 or XP) is to synchronize time with the
Domain Controller, which is usually the desired situation, so it is not
clear why you want/need to change this.
The GPO settings for Windows XP time service are in Computer
Configuration\Administrative Templates\System\Windows Time Service. These
setttings were introduced with Windows XP, so what settings are you using
for your Windows 2000 computers?
