Problem with TCPIP- won't work after reboot. Win 2000 Pro

Problem with TCPIP- Email won't work after reboot. Win 2000 Pro
uninstalling it in "Local Area Connection", rebooting, then reinstall
without reboot: works fine.
restart and TCPIP doesn't work. Must repeat above procedure.
netdiag doesn't show much- can't tell what's wrong.
The restart of TCPIP would seem to be at fault, but don't have a clue.
It's not the tcp/ip as it works when re-installed without
rebooting....
