Sounds like spyware/adware or something consuming the outgoing bandwidth tha tis
preventing incoming. Common issue with the spam and malware on the Internet. Run some
tools such as Spybot and Ad-ware on the machine to clean it off. Or if 2000/XP, boot into Safe
Mode with Networking and see if that works.
