Maybe no? I just learned from someone else today that Computer Configuration
group policy has an option under Administrative Templates-System-Gourp
Policy to Enable "Replace" or "Merge" for "User Gorup Policy loopback
processing mode".

 You can configure the User Configuration for an OU that contains only
Computer Objects. If the above is set to Merge, then when a user logs into
one of the machines in your Computer OU, their own User OU GPO is appplied
and then the Computer OU GPO's User Configuration is also applied.

Setting to replace means that the Computer OU GPO's User Configuration
overrides the user's native OU's GPO.

Wow, that sounds really complex.
