MTU option doesn't work for outgoing packages on Win2k3

Hello,

due to a limitation I need to fix the maximum MTU to 576.
I defined MTU=576 in the interface section.
During TCP handshake I see (TCP Opt) that my server says MSS 536, which
is fine. The client says MSS 1320. After the connection is established,
the client sends IP packages with MTU=576 but my Win2k3 server send out
the packages with MTU=1500. Why its not limiting at least to the value
of the client? If've disabled MTU discovery, what normally should limit
the MTU to 576 for "external address" without extra definition.
This is a bug or similiar?
