ics + Powers users + administrator + symantec 2004

hello,

i have a small lan with 2 PC's. One is the server with ICS enabled. someone
is working on it with a userid (group of admin). all is working perfectly.
with the second PC, i can surf, i can chat,.... (using ICS)

Now i made this userid "power user" instead of "admin" and i can surf but
MSN is not ok and i can't surf on hotmail.com.....

what can i do to resolve this ? (except to give back admin rights)
