Please check Local Security Settings on that computer, follow these steps:
1. Go to Control Panel --> Administrative Tools --> Local Security Policy.
2. Choose Local Policy --> User Rights Assignment.
3. See on the right pane, double click Log on locally.
4. You can add/remove users/group that allowed to log on on that computer.
