Administrator can not access network

I've got a Win2000 machine here with an odd problem. I have an
Administrator's account and two users. At this point, I have applied
Admin privileges to both users.

The issue is that I can only access the network with user #1.
Everything is 100% with user #1. "Administrator" and user #2 can not
ping anything outside localhost.

The machnine connects to the Linksys BEFW11S4 router with an Xterasys
802.11b card. Signal strength and quality appear okay. Encryption is
WEP and the card appears to see the network (does not report the cable
is unplugged).

Ipconfig for all three accounts shows that the card is picking up the
correct IP, subnet and gateway addresses (static IP with a host file).
It appears the host file is read correctly -- when I ping "gateway" it
resolves to the address of my router.

The workgroup to which the machine is assigned (no domain, no server) is
valid, but can not be found in My Network Places. The web browser
throws a "Page Not Found" error from the DNS.

Can somebody tell me what's going on here and how I can get user #2 and
Admin. on the network?
