Only one default gateway will be used. This is normally decided from a
whose first in the route table. There is no load balancing between two
interfaces in windows.

What you may want to do is create a script that will either enable / disable
interfaces based on reachability, or changes your routes based on
reachability.

The only way two gateways is useful is in the case of Dead Gateway
Detection, where a TCP connection will switch to the other gateway if it is
unable to complete its handshake. This doesn't occur for UDP traffic.
