If you are behind a firewall, you may need to turn on "Passive Mode"
(aka PASV) - for Internet Explorer, this is done under the Advanced tab of
Internet Options or Properties.
For the Win2000 commandline FTP program, I don't think that there is a way to
turn on this mode - you may need to use a third-party program (ncftp is one
of many).
