I put your code in Samspade.org and it came back with this error code:
" ERROR: Although your query appears to be an IPv6 address it is
NOT part of a block that WP knows about. If you know this is a real
IPv6 address please send mail to and let us know who to query "
Meaning it is NOT an IP address.
