strange nic card ip address issue

    I have a server running ISA server 2000, latest sp's. It has 2 network
cards, both are private ip's. The internal network ip address is
192.169.0.10, the external is 10.0.0.2. The 10.0.0.2 connects to another
router, which is then connected to the internet. Here is the problem:
    I have tried to assign ip addresses to both nic cards, neither of them
using dhcp. Both nic cards do not maintain their settings when using the
"properties" button when trying to view settings under the "Network and
Dial-up Connections" control panel applet. They both have the radio button
checked that says "Obtain an IP address automatically" and "Obtain DNS
server address automatically". When I do an ipconfig /all from the command
line, one says it is using dhcp, and one is not. Neither should be using
dhcp. I have set them up according to the following link:

    I occasionally have to come back and reset the nic cards in order to get
internet access working. I have followed the same type of set up listed
above on 8-10 installations of isa server in the past. This current one is
the only one I have seen with this problem. This is also not a new setup, I
believe this started happening after replacing 1 of the nic cards.
    So, what should I look for or any other help would be appreciated.
