In addition the new MTU setting requires a reboot, after which I got this:
W:\>ping 65.65.91.214 -f -l 1468

Pinging 65.65.91.214 with 1469 bytes of data:

Packet needs to be fragmented but DF set.

    Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),
