One of the printers is connected to or managed by a computer on which the
user's domain X account is a member of the local administrator's group?

The user cannont print to a certain printer on domain Y w/o a username and
password of a user on domain Y (normal) yet there is another printer on
domain Y that he can print to no problem. Apparently it was setup so that he
could do so yet I see no differences off the security tab in both standard
and advanced settings. So, why can the user print to one printer on domain Y
and not another while logged into domain X.
