Check under the site's properties, under Directory Security, under
Authentication Methods. Ensure that there is at least one option selected
(you should normally have Anonymous Access and Integrated Windows
Authentication). Also ensure that the account used for Anonymous Access has
NTFS permissions (if your drive is formated with NTFS) to that folder you
created.
Next check under the site's properties, under Directory Security, under IP
Addresses and domain name restrictions that the IP of the computer from
which you are trying to access the site is not on the denied list. By
default the setting under there should be 'Granted Access' to all computers.
See how you go with that.
