Delegating usage of NBTSTAT

I want to delegate the possibility to use nbtstat to users (for
example: nbtstat -n), without giving them local admin rights. With
using the default security settings inside a Windows 2003/XP
environment, normal users get the "Failed to access NetBT driver --
NetBT may not be loaded" error message.
I've tried to add them to the system group "network configuration
operators" , i gave the users full control on the TCP/IP Helper
Service and the registry keys belonging to the NBT and Netbios keys,
but that all dont help.
Do anyone know a way to delagate the usage of this system command?
