Maybe I don't understand your configuration correctly, but if the remote
machines are not members of the domain and don't login to the domain and if
their only relationship to other machines at a given site is via a
peer-to-peer network, then
1) The domain's password policy does not effect on remote machines and there
is nothing to "get around".
2) You are limited to logging in on each machine to manage its accounts.
Netmeeting's Remote Desktop can work, but you'll have to access the remote
machines when no one is using them.
