Dial up networking not availaable

My friend is running win2000 -no problem with system-
until he hooked up a modem/router.
His dial-up networking is now no longer available -
though he can use modem via terminal
He needs the option to use dial-up or broadband.
He is involved in IT and sets up networks and servers etc
but this particular problem is one which both he and
myself have encountered several times and each time we
have had to wipe the drive and re-install windows

Is there something about the plug and play function in
Windows that automatically sets up networking layers for
broadband and changes the user privileges at the same
time to prevent the user from re-installing dial-up?

Does this mean that users can only have one network layer
and that the only layer possible, once you have allowed
P&P to setup for DSL connection, is the DSL networking
layer and nothing else?

Would appreciate any light on this, cheers
