I am having a similar problem. This arose when I upgraded from Backup
Exec 8.6 to 9.1. I have a database application that requires changes
to the C:\WINNT\system32\drivers\etc file on my Windows 2000 server.
I make the changes and then the next morning they are gone. This is
not a rights issue as I am admin. I think it has to do with Veritas
Backup Exec software.
I temporarily set the file to read only and removed the ability of all
users, including administrator, to write to this file. I will
research the solution further and post to Veritas.
