Local pcs cannot see web server but outside pcs can

I have 4 home pcs on same workgroup. I also have a 2000 server that has web
server running on port 81.

How can I get my local pcs to see this by typing the name of the pc's and
port name.

I can view it from the outside by typing ip addres. (verified from friends
pc), but cannot get to it internally by typing pc name. All on same network
and in same workgroup.
