Changing IRQ addresses in Windows 2000

I have a Compaq Presario 7998 that has a video card (S3
Savage 4)and two PCI cards installed, audio (Creative
Labs), and TV tuner (Pinnacle Systems). All have installed
to IRQ 11. This has caused problems when recording in
MEPG2 format on the TV tuner, that is, the video and audio
are not sync'ed. The manufacturer of the TV tuner
(Pinnicle) says that I must change the IRQ number. Windows
2000 will not let me change the IRQ directly. Moving the
card to a different PCI slot does not help. Note that the
original USB and 1394 Host controllers have also installed
to IRQ 11.
I have looked into the Phoenix BIOS, and under Advanced/PCI
configuration there's no method to manually change the IRQ
address (in BIOS). I have also looked into new BIOS
dowinloads on the Compaq web site, but didn't find a new
BIOS version.
So... How do I change the IRQ addresses of the PCI cards to
something other than 11 in Windows 2000?
I have read about the Hardware Abstraction Layer, is this a
possible solution? I would pick my HAL as "Standard PC?"
