permissions for a "power user" to use nero v6.0

1.How can i set up permissions for a "power user" to use nero v6.0?
I checked nero's site & they wrote: only administators have rights to use nero!!!
2.is any other program that i can use (for copying or creating cd-dvd's), compatible with NT permissions?
