Is this a laptop? If so do you have Cleartype? Perhaps Display Properties, Apperance, Effects? (That's where it is in XP, I don't have 2000 laptop to check)

Open Device Manager, navigate to the display adapter, then r-click it and pick properties, then driver, and then pick "Rollback". (See Device Manager in Windows Help and Support)

Every icon is displayed blurr in my windows 2000.
