I don't have an answer for that, but it pops up occasionally, so with the criteria specified, that's a suggested "fix".

The new DVD-ROM drives appears in Win2K-Pro Computer Management's logical drive list and has a drive letter assigned. I wasn't able to install the DVD-ROM software (from Plextor) because it is on a DVD-ROM disk and my existing CD-ROM drive won't read DVD-ROM disks and because Windows Explorer, which does not show the existence of the new DVD-ROM drive, won't let me bring the DVD drive up.
