reinstall driver/reboot when USB device moved

If I plug a USB device into my system for the first time,
it will set itself up, and run fine, without requiring a
reboot (when I have the appropriate drivers loaded, of
course). If I unplug that device and then later plug it
into the same USB port, it simply reconnects and still
works fine. But if I plug the device into any USB port
other the first one it was plugged into, Windows wants to
reinstall the drivers and reboot, and if I allow Windows
to do that, the USB device does not function on any of the
ports. Any idea what is causing this problem and
hopefully how to correct it would be much appreciated.
