Group Policy - Proxy Settings

I have Windows 2003.

I have several group policies for users and proxy settings. Some users have
full access and others have only limited access through ISA proxy.

Problem is now I have a Terminal Server and users from wireless laptops are
logging in. Since I already have a GPO giving access, How do I remove that
access for just the TS computer. I would like to disable all internet access
from the Terminal Server.

I set the "make proxy settings per-machine rather than per user" on the
server. How do I set the zone? Is there another way I should be doing this?
