Pushing Certificates - one more time

Hi everyone -
I'm no expert in certificates, but I need to know how to push .CER and .PFX
certificates down to anyone that logs in to this Directory.
We just tried installing SSL security for an application that we support and
the certificates were installed for the users - not the computers.
I need to know either how to install the certifcates for each workstation -
no matter who logs on - or - how to push the certificates when the users log
in.

Thanks for any help.
-Rik
