You need to configure this in Internet Explorer Preference Mode:
UserConf\Windows Settings\Internet Explorer Maintenance [right click] ->
"Preference Mode". Then choose Advanced\Internet Settings. Under
"Advanced Settings" there is the setting "Enable folder view for FTP
sites" - you can enable/disable it there as far as I remember.
