Offline files GPO, User or Computer configuration?



Ok, perhaps this is something that I should already know, but we are
having some disagreements at work and I'd like a final answer.

We have all users' "My Documents" redirected to their private folder
on the server. They also have several departmental drives.

Some users have laptops and travel and need all files available
offline. Do we put the laptops in a special OU and then apply the
offline files settings to the Computer Configuration?

Or put the users in a Special OU inside of their current Departmental
OU (since not all member of the department need offline files) and
then apply the offline settings to the User configuration.

Or do I need BOTH settings?

If we have them on the User Configuration on the OU the user accounts
are in, then any non-mobile computer they log in to will attempt to
sync, right?

OR, do I configure the offline files for User Configuration on the OU
that the COMPUTER account is in?
