What I want to do is to have the backup utility (scheduled backup) to
run whenever a user logs into their machine, but also I want this to
include the user NOT being able to interrupt or stop the backup from
running as well.
Is this on a domain?
You mentioned GPO but I'm not sure.
Most domains set up user home folders on a file server and that file server
is backed up every night. Maybe describe what you are trying to accomplish
rather than how you want to accomplish it.
Without knowing more it seems like your users are storing their data on
their local computer. Bad practice. It also would seem like backing up when
the user logs on to their computer is backwards. They log on to do work. The
files would be open and the backup may have problems backing up.
Maybe better to backup at night when they are not working so they don't
disrupt the backups.

how to create one, as well as, the steps needed to implement the
restrictions of user's being able to cancel or interrupt the scheduled
backups?
