Kiosk mode GPO and IE Toolbar

I used Microsoft's Kiosk mode GPO to lock down some public internet
computers, and it works great. However, the public need access to some
of the buttons on the IE toolbar, i.e., Back, Forward, Home, and
Refresh because of the Internet based application that we run. Kiosk
mode removes the toolbar altogether. I have found the group policy that
allows me to specify which buttons to display, but cannot find the
group policy that allows the Toolbar to display. Can anyone help?
