I have read article from Robert Shimonski about applying XP GP in a 2000 Domain (AD), but he leaves out some information. I create the GP on an XP machine. How do I export it (format?) and import it into OU for testing? I am NEW at this so if you can also provide additional reading or recommend books.
The easiest way of creating and managing Windows XP policies in a Windows 2000 domain is installing the adminpak.msi on the XP machine and administer the policies from there. See:

Anyway, I can recommend the following book:
http://www.microsoft.com/MSPress/books/8763.aspx as well as the information provided on
http://www.microsoft.com/windowsserver2003/technologies/management/grouppolicy/default.mspx
The following DOC-file could be of assistance as well:
