See which of the comments here apply to you:
http://www.eventid.net/display.asp?eventid=1000&eventno=1109&source=Userenv&phase=1
Read the ones related to the error code shown in your event (5 = Access
denied).
Event id 1704 is just an informational message telling you that the security
policy has been applied. See
http://www.eventid.net/display.asp?eventid=1704&eventno=134&source=SceCli&phase=1
for details.

Hi.
I have a parent domain with 2 DC and 2 children domain with several DC.
The event viewer of the two DC of the paren domain log this error every 5
minutes:
id 1000 from Userenv
Windows cannot access the registry information at
\\domain\sysvol\domain\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\registry.pol
with (5).
the event viewer logs also event 1704 from Scecli:
Security policy in the Group policy objects are applied successfully.
when the event 1704 is registered, error 1000 stops for a while (20
minutes
- 1 hour) and then reappears.
i have check the permission and always is ok.
The other DC works good.
Any idea?
