I was hoping to be able to modify Power Users to be able to run
ncpa.cpl.
Removing users from Power users and adding them to network config group
works.
Thanks.

I can't find anything in the GPO's that can
enable Network Connections for Power Users.
Remove them from the Power Users group and put them into the
networkconfiguration-operators, which is local group on XP.
